March 3, 1999 -- Municipal Judge Carol Roberts declares Sheila Smith a criminal and orders four cars and trucks to be moved or towed within two weeks. (Text of court document)

This is the ordinance passed December 16, 1998 at the council meeting which outsiders were told had been cancelled. Sheila didn't know the penalties had been enacted until she received a criminal citation.
